The litre is defined as a cubic decimetre, so a millilitre is a thousandth of that — one cubic centimetre, with no rounding anywhere. The two names survive because different trades adopted different ones: engine displacement and syringes are quoted in cc, cooking and pharmacy in ml. 1,600 cc and 1.6 litres describe the same engine. The one caveat is historical: between 1901 and 1964 the litre was defined by the mass of water and was larger by 28 parts per million, so a pre-1964 measurement in millilitres is not quite a cubic centimetre.
