180 cm is 5 ft 10.87 in, which is written as 5′11″ on a licence. The rounding is the whole subject: a passport, a driving licence and a doctor’s chart all take the whole inch, and the fraction above it is real and never said out loud.

A height in centimeters almost never lands on a whole inch: 170 cm is 66.93 inches, which every licence, passport and chart writes as 5 ft 7 in. Each page below prints the exact figure as well as the rounded one, says which convention did the rounding, and answers the heights either side.
