Why the answer is a pair
Age in the US and almost everywhere else is age at last birthday: you are 61 until the day you turn 62, and then you are 62 for a year. Subtracting 1964 from 2026 gives 62, which is only right for the people whose birthday has already gone. For everyone else it is a year too high, and for anyone born on 31 December it is a year too high for all but one day of the year.
